- Industrial Crane & Hoist Conference to be held in New Orleans May
23 and 24, 2012.
The jointly-held Crane & Rigging Conference
and Industrial Crane & Hoist Conference (CRC/ICHC),
hosted by MCM Events, moves to a new venue
in 2012. The two-day operating and safety
management conference will be held May
23-24, 2012 in New Orleans, La.
The conference is geared for safety
managers, crane and rigging supervisors,
plant managers, and risk management
personnel. New this year, attendees can
choose from two educational tracts. ICHC
sessions will discuss topics relevant to
users of overhead cranes inside plants or
heavy industrial environments. CRC sessions
will be of interest to users of mobile and
tower cranes working in construction
environments. In addition, several joint
sessions focusing on training techniques,
accident trends, and rigging inspection and
proper use promise something for everyone.

- OSHA Issues Final Rule on Slings/Shackles
On July 8, 2011, OSHA updated its regulations for slings for both general
industry (1901.84) and construction (1926.251). The most important
change to the regulations is that all load capacity tables for slings have
been removed from the rule. Tables previously designated in OSHA were
based on the 1971 ANSI B30.9 standard, which is now obsolete. The
outdated tables are being replaced with a requirement that prohibits
employers from loading slings in excess of the safe working load limit which
must be shown on permanently affixed identification markings. Click
here for the full regulation in pdf format.
- Complete OSHA Overhead Crane Regulations -->
Note that a new OSHA regulation requires a "Bridge Travel Warning Device"
(an audible warning device such as a horn or gong) on all Radio/Remote
controlled bridge cranes, Section 1910.179(i). In addition there
are OSHA standards for many other issues, including:
-
Rated load markings
must be plainly marked on each side of
the crane. If the crane has more than one hoisting unit, each hoist must
have its rated load marked on it.
-
A minimum clearance
from any obstruction of 3 inches
overhead and 2 inches laterally must be provided.
-
Fire extinguishers must be provided
and operators must know how
to use them.
-
Only designated personnel
may be permitted to operate cranes.
-
Frequent inspections
(considered daily to monthly intervals)
must be made. All deficiencies must be examined to determine whether
they constitute a safety hazard:
- all functional operating mechanisms must be inspected daily for
maladjustments
- deterioration or leakage in lines, tanks, valves and other parts of
air or hydraulic systems must be inspected daily
- hooks with deformation or
cracks must be visually inspected daily. (Monthly
inspections must be made with a certification including date of
inspection, signature of the person who performed the inspection and
identifier for the hook inspected)
- hoists must be visually inspected daily, including end
connections, for excessive wear, twist, distorted links or stretch.
(Monthly inspections must be made with a certification as described
above)
- all ropes must be thoroughly inspected monthly with a certification as
described above
-
Periodic inspections
(considered 1 to 12 month intervals)
must be made. The time frame will be dependent upon its activity,
severity of service and the environment. All deficiencies must be
examined to determine whether they constitute a safety hazard:
- deformed, cracked or corroded members
- loose bolts or rivets
- cracked or worn sheaves and drums
- excessive wear on brake system parts
- gasoline, diesel, electric or other power plants for improper
performance
- excessive wear of chain drive sprockets and chain stretch
- electrical apparatus for signs of deterioration
-
Cranes which are not in regular use
must be given an inspection
before being placed in
service. Standby cranes must be inspected at least twice a year.
-
A preventive maintenance program
based on the manufacturer’s
recommendations must be established.
- Check to see if your crane company is a Licensed Contractor
for overhead cranes -->
La. Board of Contractors or
Miss. Board of Contractors. Note that
some state laws require your
crane contractor to be LICENSED specifically for Overhead Cranes. This
is true in
Louisiana (license number 47697) and in Mississippi (license number
18596-SC), however, not in Texas.
